Dubai Renovation Approvals Finder
See which NOCs and permits your Dubai renovation needs, in order, and who is allowed to file each one.
Why this exists. Homeowners search for Emaar NOCs, Trakhees fit-out approval and Dubai Municipality permits separately, and every page that answers is written by a contractor selling the work. Nothing maps the three layers in one place.
Everything here is calculated in your browser. Your numbers are never sent anywhere, stored or seen by us.

- Emaar community
- Building authority
- Dubai Municipality, or the Dubai Development Authority where the community sits in a DDA zone
- First approval
- Emaar home modification NOC, applied for under Home Modifications on the Emaar community portal
- Who files the authority permitA blanket Dubai Municipality rule on who may file is unconfirmed

- DEWA
- Registered consultants and contractors only (DEWA's own page)
| Step | Approval | Who files | Indicative timeline |
|---|---|---|---|
| 1 | Emaar home modification NOC, applied for under Home Modifications on the Emaar community portal | Owner, through the Emaar community portal. Any deviation from the approved scope needs a new application (Emaar Community Management). | 7 to 14 days (industry estimate, Property Finder, Sep 2025) |
| 2 | Dubai Municipality, or the Dubai Development Authority where the community sits in a DDA zone: modification permit. Plumbing changes, bathroom reconfiguration and built-in kitchens that connect to services need a permit (industry source) | You will need to appoint one. A licensed, registered contractor or consultant typically prepares and files, and for MEP scopes a licensed engineering consultant prepares and stamps the drawings (industry source). A blanket Dubai Municipality rule on who may file is unconfirmed on any official page. | 10 to 15 working days for simple projects (industry estimate, Property Finder, Sep 2025) |
| 3 | DEWA NOC, if the work changes the water or electricity connection or load. DEWA's 2024 guideline merges electricity and water NOC submissions into one | Registered consultants and contractors only. DEWA's own page says the electricity permit and connection service is provided for registered consultants and contractors. You cannot file this yourself. | No estimate in our notes |
| 4 | Final inspection and permit closure with the building authority | You will need to appoint one. A licensed, registered contractor or consultant typically prepares and files, and for MEP scopes a licensed engineering consultant prepares and stamps the drawings (industry source). A blanket Dubai Municipality rule on who may file is unconfirmed on any official page. | 5 to 10 working days (industry estimate, Property Finder, Sep 2025) |
Emaar Community Management: any alteration must be approved; external modifications that alter the villa's aesthetics are not permitted; a NOC is required before building a pool; adding new AC units is prohibited, like-for-like replacement is allowed; for major works the contractor may also need Dubai Municipality or DDA approval.
Not checked: Dubai Municipality's Modification and Addition permit service page, including which works trigger a permit for private villas and apartments and who may file. The rows above rely on an industry guide for those points.
Fees and rules change. Confirm current requirements, fees, deposits and forms with the authority and your developer or owners' association before you commit. No fees are quoted here on purpose.
Timelines marked industry estimate come from Property Finder's permit guide of 21 September 2025, not from any authority. Where no estimate exists in our notes, the row says so.
Starting without approvals can mean fines, stop-work orders and forced reinstatement, and may affect insurance claims (industry source).
How this is calculated
- Three layers apply to most Dubai renovations: the master developer or owners' association NOC, the building authority permit (Dubai Municipality for most of Dubai, Trakhees for Nakheel and PCFC areas such as Palm Jumeirah and Jumeirah Islands, the Dubai Development Authority for its zones), and DEWA NOCs when electrical or water loads change. The authority split comes from an industry guide (Property Finder, 21 September 2025); the Emaar, Trakhees and DEWA points come from those bodies' own pages.
- Works that usually need a permit (industry source): structural changes such as adding or removing partition walls; plumbing changes or bathroom reconfiguration; built-in kitchens or wardrobes that connect to services; electrical and AC alterations; new flooring where waterproofing or impact sound matters; fire and life safety changes. Usually no permit: repainting, loose furniture and light cosmetic work, subject to the owners' association.
- Sequence and timelines are indicative and from the same industry source: owners' association or developer NOC first (7 to 14 days), then authority review (10 to 15 working days for simple projects), then final inspection and closure (5 to 10 working days). No official timeline was found, and no estimate exists in our notes for structural scopes or for DEWA.
- Who files: licensed, registered contractors or consultants typically prepare and file, and a licensed engineering consultant prepares and stamps MEP drawings (industry source). DEWA's own page restricts its electricity permit and connection service to registered consultants and contractors. A directory's claim that every building permit must be submitted by a registered engineering consultancy has no official confirmation, so a blanket Dubai Municipality rule on who may file is treated as unconfirmed.
- Emaar communities (Emaar Community Management): apply for a home modification NOC under Home Modifications on the community portal; any alteration must be approved; external modifications that alter the villa's aesthetics are not permitted; a NOC is required before building a pool; adding new AC units is prohibited but like-for-like replacement is allowed; routine upkeep such as interior painting, AC cleaning and minor repairs needs no NOC but the contractor needs an entry permit; for major works the contractor may also need Dubai Municipality or DDA approval; any deviation needs a new application.
- Trakhees (PCFC): a Civil Engineering Department modification NOC or permit is required before modification or fit-out work. Its application form asks for a key plan, plans, elevations, sections, a utilities layout, the title deed or Ejari, structural calculations where applicable, and the master developer approved drawings. Completion requires a Modification Completion Certificate confirming the works match the permit.
- Nakheel communities: guides say almost every structural change (extensions, first-floor additions, balcony extensions, pergolas, external wall changes) needs prior developer approval. Nakheel's current modification fee schedule was not found, and the only published figures are from a dated news report, so none are quoted.
- Not checked: Dubai Municipality's Modification and Addition permit service page; Trakhees Circular No. (2) of 2025 on minor modification and decoration works after the completion certificate; any DDA-specific procedure; the authority's pool permit rule; apartment-specific rules for pools, extensions and external changes; townhouses as a separate class; Abu Dhabi and Sharjah.
- Dubai Municipality's October 2025 accreditation of consultancies to issue instant permits applies to Emirati self-build villas (new construction) and is not applied to renovations here.
- No fees or deposit amounts are quoted. The figures in circulation are industry estimates or dated reports, and the authorities' own fee pages were not checked. Confirm them directly.

The homeowner cannot file most of this. That is your lead.
Every approval on this list needs a registered consultant or contractor. ScaleArc gets Dubai practices into the answers homeowners read when they discover that.
